A government mental health report, written in the manga style as Japanese people have lost the ability to read real books, has been published to explain the difference between lolicon and pedophilia. It is in fact published by a mental health clinic location next to Ueno station in Tokyo, called the Yuu Mental Health Clinic. They have a series of similar manga on their website, but only in Japanese.
